On The Role And The Construction Of Institition Ethics In Anti-Corruption

Corruption has always been a intractable political illness from ancient times.Throughout the Chinese history covering 5,000 years,there are countless ties with corruption in the process of substitution of the dynasties.Reviewing the history.however,people can obtain the experience of anti-corruption from any one dynasty.Struggling against the corruption by power, campaign, institution and system,both the consideration and the efforts to corruption have never stopped.After the 18th National People’s Congress,the new leaders implemented prudent and steady anti-corruption activities which made remarkable achievements and meanwhile won people’s supportBut it will not accomplish in an action.our government must seriously consider that how to make the system of anti-corruption continue to play its role and cultivate a clean and positive political environment.The author lead the concept of institution ethics in the paper through the arrangement to the process of anti-corruption in China.Institution ethics.which refers to the value reflection and appeal of the construction and operation of formal social organizations as well as the ethic conduction of how to build the morality of institutional arrangement,has been gradually be focused on by people under the background that the economy has gone deeper and series of social problems have been caused due.to development. The corruption of power is regarded as the source of numerous social problems and is called the cancer of politic due to its tremendous destructiveness.According to the deep analysis to the institution ethics and the anti-corruption activities,the author think that though the factors resulting to the corruption of power are various,among which the incompetence of institutional ethics is the most crucial one.The body of this thesis can be divided into five parts apart from the first one,namely introduction.The second part mainly explains the components of institution ethics,including humanitarianism,justice and democracy and the rule of law.The detailed discussion of the components could provide the theoretical foundation to the following writing.The third part analyzes the function of institution ethics in anti-corruption bid and hold the idea that it is the basis for the civil servants to do their jobs correctly and the guarantee for them to do that smoothly,besides, it provides conduction to the official affairs.This part aims to demonstrate the necessity of leading institution ethics in the anti-corruption activities.The forth part generally discussed the deficiency of the institution ethics in anti-corruption from both the macro and micro the prospect.At macro level,it is discussed from the market economy,democratic politics and the civil society.At micro level.it is discussed from the system of check and balance,civil servant management, government information publicity and public opinion supervision. Through the two kinds of analyses,the factors unfavorable to the anti-corruption work may be discovered.The fifth part,which discusses how to construct the institution ethics in the process of anti-corruption, aims to find out the solutions to the problems in the third part to provide beneficial reference to the anti-corruption drive in China in the future.The last part is a conclusion,affirming the great significance of institution ethics meanwhile pointing that its function should not be expanded without limit and the restrictive function other factors have on power.lt points that only the combination of institution ethics and other anti-corruption measures such as the morality of officials could tackle the corruption more effectively.
