The 21 st Century "Maritime Silk Road" is china’s major strategic measure in the construction of international cooperation and new development mode in the new era. Indian Ocean is the major construction area of Maritime Silk Road strategy. India as the first naval power on Indian Ocean, its ocean strategy is to dominate the Indian Ocean. In the long term, with the development of our country’s Maritime Silk Road strategy, the influence of Indian Ocean strategy on Marine Silk Road construction should be considered seriously. In the perspective of geopolitics, this article aims to deeply analyze the possible influence of Indian Ocean strategy on our country’s Maritime Silk Road construction, and put forward the countermeasures.This article mainly includes four parts.The first part summarizes the land power and sea power theory of geopolitics and emphatically expounds the mainstream viewpoint in domestic academic circles. In the national development strategy, land power and sea power which is more important has always been the emphasis of academic discussion, such as china, the "composite power of land and sea", the balance of land and sea and the coordinated development have become a top priority in the national strategy.The second part analyzes the negative influence of Indian Ocean strategy on our country’s Marine Silk Road construction. Indian Ocean strategy will have a threat to our country’s maritime shipping safety, and complicate the South China Sea situation. Its expansion in the Indian Ocean interfered with china’s peaceful diplomacy in this region, and restricted Chinese navy’s ocean activity.The third part analyzes the objective opportunity of Indian Ocean strategy to our country’s Marine Silk Road construction. The expansionary Ocean strategy of Indian has caused the dissatisfaction of neighboring countries and provided a better international environment for the entrance of extraterritorial peace force and the form of new international balance. Indian Ocean strategy directly attacked American’s global hegemony, from a certain extent, distracted the big country pressure which Marine Silk Road construction is faced. India’s national power is not enough to support the ocean strategy, so there is a big cooperation space in the maintenance of marine safety between China and IndiaThe fourth part puts forward our country’s countermeasure on Indian Ocean strategy. First, we must fully develop sea power, set up a modern navy with powerful and sufficient strategy deterrent capability as well as pelagic escort ability. Then, we must reinforce the construction of Pakistan’s Gwadar port, Burma Kyaukpyu port and the oversea strategic fulcrum; get through the Indian Ocean access to the sea and give full play to our country’s geographical advantage of "leaning on land and facing seaward". Third, we make use of our country’s dominant position in permanent members of the United Nations Security Council to actively construct the security cooperation mechanism along the Marine Silk Road dominated by our country. Finally, we strengthen the comprehensive cooperation with India and actively strive for the common construction of Marine Silk Road between Indian and China.
