Study Of Countermeasures Governance For Urban Traffic In Dalian

The traffic is the artery system of the city development that is inseparable to the economic growth and people’s living standard. Due to the development of motorization process is accelerated, traffic congestion has appeared in many large cities, traffic congestion has not only affected people’s daily life but also taken serious problems to the social, the economic and the environment. So the traffic congestion has been development bottleneck of the city, the government should take some measures to solveAs the core of North-East Bay Traffic Zone, Dalian should have the better traffic conditions. But Dalian is facing the serious traffic conditions, causing influences to the citizens and the development of the city, so it aroused widespread concern. The fundamental cause of city traffic congestion is the contradiction of city traffic supply and demand’s imbalance, so we research on this. Firstly, we explained the concepts and theories which is related to solve traffic congestion in the article.as urban transport quasi-public goods for the starting research point, investigate and analyze the traffic situation and congestion causes of Dalian, focus on the analysis of the relationship between traffic demand and supply, and based on this we construct a dynamic equilibrium model of city traffic supply and use it to calculate the current situation and deficiency of Dalian traffic. Finally we give the suggestions to solve the traffic congestion. City traffic system is a complicated system including a lot of factors, so we solve the traffic congestion also needs the government, society and the public to work together. Therefore the article advocates that through the process of traffic congestion should not only play the leading role of the government but also form a linkage mechanism of the government and other departments which finally resulted in the government, society and market multi-agent join in the management of urban traffic, maximizing the public interest, governance diversification, to solve the problem of the traffic congestion.
