From the body of the social organization of civil society, public welfare social organizations as the research object, This study pick out the development in this area the two typical cases:One Foundation and The Red Cross society of China. Comparing of the two cases in momentum, organization structure, resource acquisition, outlines our country public welfare social organizations are facing two big aspects dilemma: Congenital deficiency of bad the day after tomorrow. In the face of the two big trouble according to its choice of different strategy and approach, To construct our country’s public welfare social organizations of two different development paths: Top-down administrative derived type and Citizens of bottom-up spontaneously. The relationship between state and society organization shall include the following three kinds of meaning: one is the social organizations with different organizational structure and ability to act, the government will adopt different means of control and development; The second is to provide different social organizations of public product content, the government will adopt different means of control and development; The third is to the social organization of different resources access ability, the government will adopt different methods of control and development.In general, national attitude to social organizations, encourage the development and strengthen the management and restriction. Correspondingly, what the social organizations demonstrate is how to choose. Based on this, sums up the principles of civil society and state relation mode in China is dominated by the country’s citizens limited autonomy, is characterized by "sensitivity and fragility",interaction is mutually beneficial cooperation in conflict.
