The revised Selecting and Appointing Party and Government Officials Regulations, to which the CPC Central Committee hosted in the January 2014, clearly states that naked officials and the cadres not be highly recognized shall not be promoted. This suggests that morality and ability is important to party and government officials to perform their work. In China, there are 2,856 county-level administrative units, so the team is made up by minister of part committee organization of these counties is huge. What’s more, the minister of part committee organization bear important responsibility such as selecting cadres to be a team, building the team to be a talent pool, and laying the foundation for grassroots for local economic and social development. Therefore, it is very essential to scientific and effective evaluation of the ability of the minister of part committee organization.In this context, this paper, based on theories of competency and evaluation, summarized experience and lack of existing competency evaluation model, and designed a relatively perfect model. The model that takes the management thinking of system theory and based on the competence mode of the minister of part committee organization consists of four sections: the purpose of the evaluation, assessment implementation, evaluation and assessment of the results of the feedback. Meanwhile, in order to test the hypothesis presented in this paper, a model that is designed in this paper, the paper launched a detailed exposition:First, the paper proved the reasonableness of competency evaluation model for county minister of part committee organization, that is, from the perspective of the Real ought to analyze the competency evaluation model should look like in theory, and the model designed in this paper is actually what it was. The actual line with the theory, the model designed in this paper can be proved that it is consistent with the objective theory.Secondly, the paper proved the effectiveness of competency evaluation model for county minister of part committee organization, that is, from the perspective of comparative analysis to compare the competency evaluation model for county minister of part committee organization designed in this paper with the former. No matter specific elements or the overall system, both are being compared. In conclusion, the model involved in this paper is more perfect, more advanced.Finally, the paper proved the feasibility of competency evaluation model for county minister of part committee organization, that is, from logical architecture,core elements and the whole model.Through detailed demonstration, the competency evaluation model for county minister of part committee organization can address the existing problems, so it is more reasonable, more effective and more feasible.
