Construction field in engineering construction, and employment in the huge number, once appear the problem of wage arrears for migrant workers, not only directly hurt feelings, but will also lead to group events, affect social stability. In this regard, the Chengdu City area construction prevention in arrears of wages of migrant workers policy as the research object, through the literature method, case analysis and investigation of these research methods, in the analysis of the formulating background "management method of preventing arrears salary for migrant workers in construction field of Chengdu" and achieved a certain effect, focuses on the lack of "management method of preventing arrears salary for migrant workers in construction field of Chengdu" existing in the actual implementation process, and aiming at these problems, puts forward improvement strategy of Chengdu City, so as to promote better guard against the problem of wage arrears for migrant workers in construction field, safeguard the legitimate rights and interests of the migrant workers in construction field, to maintain the normal order of Chengdu City area construction and the stability of the society.This article seeks comprehensive analysis from seven aspects for researching the p olicy of "management method of preventing arrears salary for migrant workers in construction field of Chengdu", in particular: The first part is an introduction, discusses the background and significance, status quo of domestic and international research, this study conducted theoretical foundation; the second part of Chengdu construction wages for migrant workers in the field to prevent delinquency policy overview discusses the construction industry in Chengdu owed wages for migrant workers to prevent the enactment of the background and policy development stage the main contents and characteristics, performance and implementation results; third part model "management method of preventing arrears salary for migrant workers in construction field of Chengdu" policy analysis, mainly on the policy, "management method of preventing arrears salary for migrant workers in construction field of Chengdu" integrated decision model, and focuses on the present study to analyze issues specific direction; the fourth part is "management method of preventing arrears salary for migrant workers in construction field of Chengdu" analyze real-name system policy, including real names policy implementation analysis, real-name system management shortage and problems that occur during analysis; fifth part analysis "management method of preventing arrears salary for migrant workers in construction field of Chengdu" special account policies, including the implementation of the special account policy analysis, policy appears dedicated account in the implementation process the problem analysis; the sixth part as "management method of preventing arrears salary for migrant workers in construction field of Chengdu" the analysis functions of government departments, including the analysis of government management of the division of labor, the responsibilities of the problems of government departments, and the corresponding the solutions; the seventh part of the conclusions and outlooks of this paper is to summarize the main, and submit proposals.
