With the rapid development of global economy, human is exploiting and consuming natural resource in an immoderate way, thus leading to increasingly prominent contradiction between human and nature. Meanwhile, economy gap, policy disparity, and cultural conflict are still there which results in more and more economic and social contradiction. Earthquake, disastrous weather, terrorist attack, epidemic disaster and mass incidents are frequent outbreaks, making people’s production life in a miserable situation. Dealing with public crisis is an important part for government to carry out social management and public service. It is important embodiment of governing and managing capacity of the government to have comprehensive coping mechanism facing with public crisis. How to strengthen the sense of crisis management, improve the capacity of crisis management, prevent emergencies, lessen the loss, and guarantee public security is increasingly becoming important issue of government of all levels.This paper takes Lushan 4.20 magnitude earthquake having happened in 2012 as an example, and takes local government crisis management as theoretical support. By analyzing what Sichuan local government did when facing with catastrophic crisis, from macro level, it concludes the existing problem when Sichuan government faced with catastrophic crisis. At last, practically, this paper comes up with some local government management proposal to increase government crisis management capacity.This paper is divided into 8 parts: Chapter I introduces the paper’s research background, research status at home and abroad, theoretical basis, research thoughts and methods, research significance as well as the innovation points and deficiencies of the research. Chapter II briefly explains the development process, development status and existing problems of our government’s public crisis management and the typicality of this case. Chapter III analyzes the crisis management during the Lushan earthquake in Sichuan happening on 20 th April, briefly explains the basic information of earthquake and analyzes its basic principles and specific response measures. Chapter IV and V analyze the key factors for crisis management in Lushan earthquake in Sichuan Province happening on 20 th April, focus on analyzing crisis pre-warning and crisis management, and crisis management consists of two aspects: information communication and social mobilization. Chapter VI advances eight proposals for Sichuan government to further improve crisis management, according to the three phases of crisis management: 1. To improve public crisis management mechanism; 2. To improve the operability of the emergency plan and carry out relevant training exercises; 3. To optimize public warning mechanism; 4. To establish advanced information communication network and improve information linkage mechanism; 5. To improve the initiative of social participation and make it in order, improve the social mobilization mechanism; 6. To establish mechanisms for the rehabilitation of catastrophic recovery; 7. To improve perfect talent reserve mechanism; 8. To actively carry out education crisis exchanges and cooperation activities.
