The Multiple Participation In Crisis Response

Under the background of globalization and risk society, the public crisis events become more frequent and the harm is increasingly highlighted. The public crisis management become a challenge of governments. Along with our country reform comprehensively deepen, national security is facing more complicated situation, the task of maintaining social stability is more difficult. With the rise of civil society, non-profit organizations, the public and other multiple subjects to participate in public affairs has become an inevitable trend. Therefore, it is of great significance for our country to build multi-subject public crisis response mechanism. On the one hand, the study of the mechanism helps to promote the consciousness and ability of multiple subjects, integrate social forces and improve the ability of China’s public crisis management; On the other hand, the establishment of public crisis management system is also the needs of government transformation and the development of civil society in China.From the perspective of the key stage of crisis management-the response stage, the article uses the method of quantitative analysis and comparative analysis to analyze the participation of multiple subjects in Lushan earthquake. And then it comes to a conclusion that at present the multi-subject mechanism in our country has some shortages such as single type, narrow function and single level.In addition, this article analyzes the public crisis response mechanism of the United States, Japan and Singapore. And the public crisis management models at home and abroad are compared in this paper. Our country can draw lessons from other countries’ experience from the following aspects. First, the society must attach great importance to the crisis management and the public have to raise awareness of disaster prevention. Second, improve the crisis management legislation and clarify the responsibilities of the agencies. Third, build a complete multi-subject governance network including reasonable organizations, and pay attention to the coordination between different departments.Finally, this paper argues that, to establish multi-subject response mechanism in our country and improve the whole society’s ability to cope with the crisis, we must actively guide the social participation and promote the diversity of participation.In addition, we need to improve crisis management legal system and clarify the functions and responsibilities of different subjects. Finally, on the basis of the mutual trust relationship of different subjects, we can build the multi-subject public crisis response network. Only by regulating the multi-subject public crisis response mechanism from the aspects of concept, legislation and organization structure, can China’s public crisis management system reform run smoothly.
