Research On Community Corrections In Xining

Community corrections is widely used around the world, because it has the connotation that punishment humanitarianism, restorative justice, socialization of execution punishment and the unique advantages on crime punishment, crime prevention, criminals return to society, reduce the execution costs, which in accord with the development trend that non-imprisonment penalty and light penalty of world punishment. Since 2003, the community corrections was carried out in our country, people begin to pay attention to it. In practice, some regions actively explore community corrections and academic circles start to research on it, but most studies focus on community corrections in the national and mature areas, so there are a few researches on community corrections in the economically backward city that community corrections is carried out later. Based on teasing out the development of community corrections at home and abroad, the article introduces the definition of community corrections at home and abroad, generalizes and analyses the controversy about legal attribute of community corrections among domestic scholars, then clearly defines the legal attribute of community corrections at home, through document research, data analysis, investigations, interviews with relevant staffs. Within the theoretical framework, the article takes community corrections in Xining as research objects, and the whole process of corrections as a point of view, thinks deeply about the problems in three stages that preliminary work, medium-term work, finishing work of corrections. Making further analysis of reasons and putting forward the main reasons of problems in community corrections in Xining are that the facilities in grass-roots community corrections organization is imperfect, workers are not enough, workers’ training is not enough, the measures are insufficient, the communication with relevant department is lacking and the funding is not well. When puts forwards the measures of improving community corrections in Xining with the perspective of the construction of grass-roots community corrections organization, this article focuses on facilities, functions, workers, systems, propaganda work and funds in grass-roots community corrections organization, hoping to develop community corrections better and faster in this way.
