Research On The Community Endowment Predicamen And Countermeasures During The Development In The Perspective Of Social Governance

With the development of Chinese economy and society, to improve the level of health care, the number of our elderly population is growing rapidly. China has stepped into an aging society, which puts forward a new challenge to our government. With the advent of the "421" family structure, traditional family-style pension brought great pressure for the young people on spiritual and material; however, the number of social pension institutions cannot meet the needs. Inspired by the Western community care, pension model of community emerged. There are many problems rising in endlessly. First, the government plays the wrong role, making the coexistence phenomenon of dislocation, offside and absence. Second, the community, as the social autonomous organization, has shown a strong sense of administration in the pension management. Thirdly, most of the residents do not want to participate in building community endowment. Finally, the role of social organizations, which includes for-profit companies and non-profit volunteers, in the community is not sufficient. These hindered the development and expansion of community care career largely.This article is based on perspective of the social governance, on the basis of sorting the relevant literatures, to interpret and explain the current development of Chinese community endowment and pension model. Regard the four main bodies of the community as the start. Find the problems and analyze the reasons. On the basis of combination of foreign advanced pension experience, re-positioning of the government functions, which make the government promote the common development of the community, residents and community organizations.The paper is divided into six parts in total. The first chapter is introduction, which proposes the problems of community pension, the theoretical and practical significance of the study, the research status at domestic and abroad about the community endowment, and then makes the ideas, methods, innovation and technology roadmap of this research. In the second chapter the first is to carry out the theoretical basis in detail, to provide theoretical support for the research. And then discusses the subject constitution of community endowment management. The third chapter is divided into two parts. One is sorting out the status of the development of retirement community. Another is to find out the problems of the four subjects in the current development of community care, including the government, communities, residents and community organizations. The fourth chapter analyses the deeper reasons for the plight of the four main subjects in the community care. The fifth chapter is the strategies section, which analyses and combs the third and fourth chapters, stands on the perspective of government functions, and provides the solutions for the plights of the four main subjects. The last part of this paper is the conclusion. Through this study summarize to draw the conclusions.The paper uses literature analysis, qualitative analysis and case analysis and other academic research methods, and uses of public management theories to put forward to make some superficial suggestions for solving the plight of community endowment. Hope to promote our community endowment toward specialization, diversification, and market-oriented direction.
