Research On Government Responsibility In Urban Community Elderly Care Services

With the aging of urban population and the change of family structure in our country,pension concept and lifestyle for the elderly have changed.The demand for retirement is characterized by diversification,hierarchy and individuality.In order to meet the diverse old-age needs of the elderly,the government transferred the part of its function to the community,which have broken through the model of the traditional family and institutional pension and formed the urban community-based old-age pension model in which the elderly live at home and enjoy specialized community-based pension services.At this stage,China has established a guarantee mechanism for pension services,which guaranteed the basic livelihood of hundreds of millions of elderly people at a lower level,and developed social welfare services and pension services.However,the government still has "dislocation" and "absence" phenomenon in the promotion of community-based old-age care services.It is mainly reflected in the imbalance of supply and demand of community-based old-age care services and excessive intervention in the internal management of social organizations.The legal system is not yet complete,and the community service management is not perfect,supporting policies are not in place,hindered the development of community-based care services.Combined with the empirical investigation,based on the theory of limited government and the theory of welfare pluralism,this paper puts forward the realistic logic of defining the responsibility of the government,that is to say,the government function from the "unification of all systems" to the reasonable transfer.It expounds the impetus of the gradual decline of Administrative totalitarianism and the rapid development of social organizations on the reasonable assignment of government functions and provides the theoretical basis for establishing the responsibility sharing and diversified supply system of community-based pension services.Further clarify the fundamental role of the government in providing community endowment services and guide the synergy and cooperation between community organizations and neighborhood committees and the active participation of social enterprises in promoting the concept of multiple subject supply.As the main undertaker of community-based pension services,the government should effectively integrate the resources for social retirement and reshape the functions of the government so as to eventually realize the comprehensive,coordinated and sustainable development of the community-based pension insurance system.
