Research On The Cooperation Between The Government And Social Organizations In Community Pension Service

As the current aging problem in China is very serious,the demand for pension services is growing.Under the background of the sharp increase in the demand for pension services,how to choose a way suitable for the development of China's national conditions and the pension needs of China's elderly population is crucial.It is obvious that only relying on the government to provide social pension services can not meet the rapid growth of the current demand for pension services.In order to better meet the needs of China's elderly care service,the Chinese government proposes the socialization of elderly care service in combination with China's actual situation.To realize the socialization of elderly care service means that the government should give full play to the power of social organizations,fully integrate and utilize social resources,and finally achieve the goal of social elderly care service.The cooperation between the government and social organizations provides a variety of high-quality services for the elderly in the community,which meets the needs of the current community pension service.With its unique advantages,social organizations effectively fill the gap between the government and the market in the field of community pension service.Therefore,to strengthen the cooperation between the government and social organizations in the community pension service is helpful to deal with the problem of the aging population in China.Based on the literature review of the cooperation between the government and social organizations in the community elderly care service at home and abroad,the author analyzes and summarizes the basic effects of the cooperation between the government and social organizations in the community elderly care service with the help of literature and systematic analysis.And combined with the actual situation of our country,it concludes that the main position of the cooperation between the government and social organizations is not equal,the way of cooperation between the government and social organizations is lack of diversity,the content of cooperation between the government and social organizations is not perfect,the information of both sides of cooperation between the government and social organizations is not transparent,and there is a risk of trust crisis.The main reasons for these problems are the lack of awareness of cooperation with social organizations in the concept of the government,the imperfect institutional environment of cooperation between the government and social organizations,the inadequate transformation of government functions,and the insufficient capacity of social organizations.On the basis of the detailed analysis of the above problems and causes,the author clearly puts forward several countermeasures,such as establishing a clear relationship of rights and responsibilities,making it based on the contractual behavior,building a perfect system of cooperation between the government and social organizations,actively changing the functions of the government,fully delegating power,and strengthening the construction of the capacity of social organizations in the community pension service.In order to effectively solve the problems existing in the cooperation between the government and social organizations in the current community pension service in China,provide reference and guidance,and promote the healthy development of the community pension service in China.
