The Research On Citizen’s Participation In The Local Government Evaluation

Nowadays, with the development of democratic administration,there is an upsurge in th e administrative reform by most governments.In this context, ae a effective tool for improving ad ministrative efficiency,quality of service and ability of carrying out policies, GPM (governmen t performance measurement) is highly valued. The public is the principal part of a democratic soc iety,and their participating in GPM is not only their basic right, but also reflects the value orienta tion of GPM, and becomes a important symbol of democratic society.In recent years, local governments have taken the citizen participation into account, and k eep exploring and innovating on it,but there is still a lot of problems. The report of18th CPC nati onal congress clearly spells out:"bring forth new ideas on administrative management, improv e government’credibility and implementation capacity, and push on government performance m anagement’ The Outline of the Twelfth Five-year Plan emphasizes that a comprehensive evaluati on must be carried out to push on GPM system. May in2012, Guangzhou development distric t was included as a experimental unit for GPM in Guangzhou city, and a new idea on manageme nt is being searched under a principle known as "plan scientifically, simple first, prior to carry a nd try, steadily promote".Take the citizen participation of Guangzhou development in the G PM as the research object, in the context of "carry out economic transformation and establis h a service-oriented government", and deeply analyses the operating mode, actual result and prob lems in GPM, trying to reveal its significance and value for Guangzhou city, Guangdong provin ce and even for the country.With studying some related literature document,the thesis firstly analyses Guangzhou devel opment district’s operating mode, actual result and problems on the issue of public participating GPM, then makes suggestion on strengthening local government’s sense of responsibility, imple menting performance publishment, increasing information transparency and building governmen t’s responding system, to achieve the union between general and specific character, combination of process and result, and harmony of objective and subjective facts.
