Network In Public Crisis Governance Perspective

Human society has been facing all kinds of crises that may occur at any time since the beginning. Lives and properties safety of human beings are always threatened by the crisis. Crisis has become a great and common challenge for human society. Therefore, human society can not maintain a sustainable, healthy and safe development unless crisis research is strengthened and coping mechanism is established.With rapid development of information technology, network has increasingly become an important way to deal with social issues. As a kind of scientific and technical power, network has been applied rapidly to government administration, civil rights, government policy and other political activities and has become a key factor to promote political reform. Participation through network brings out more requirements for government administration mode, service level, policy capacity, resource utilization and others, and it also pushes forward government reform. Under such a background, participation through network is both a response to governance mode in information society and a new requirement for public crisis management. Researching public crisis management in terms of network participation will not only be a mechanism to study the influence, effect of network participation on public crisis management but also a mechanism to improve governance efficiency in interactive network environment. The mechanism will work on following problems, such as single governing subject resulted from public crisis management with government as the center, poor integration of crisis management resource and slow feedback of crisis management information. This paper has analyzed and studied public crisis management in view of network from four aspects. First, theoretical analysis of public crisis management in view of network, on the basis of which, subject, form, significance and influence for participating in public crisis management through network are analyzed; second, analyze current situation for participating in public crisis management through network in China; finally, study how to establish public crisis management mechanism and its security through mechanism analysis on participating in public crisis management through network. This paper concludes that on the basis of character of network participation and current situation, analyzing participation in public crisis management through network to form mechanism and therefore establish public crisis management mechanism and its security from the perspective of network participation and finally realize effective management of public crisis.
