Study On Government Performance Evaluation Of Public Participation

As civilization deepening of democratic politics, "building service-oriented government satisfied by people" has become an important concept of the party and the government in managing state affairs, and the inclusion of public participation in all levels of government performance appraisal has become inevitable trend of Government Performance Evaluation. In recent years, local governments at all levels carry out a series of citizen review government activity with the help of local condition, which made a useful attempt for participation in government performance evaluation. Since 2009, Qingdao carried out "report to the people, listen to public opinion, to call for public comment" activity (hereinafter referred to as "San Min" activity), the activity is a bold and innovative practice for the "people examiner" style. However, due to the traditional culture, and our long-standing internal government to "top-down" as the leading influence government performance evaluation mode, "San Min" activity in the assessment of laws and regulations, outcomes applications, there are still some obstacles and problems affecting the validity and reliability of the assessment.To build a scientific and reasonable public participation government performance evaluation mode, you must combine the situation on the basis of Qingdao City, a profound analysis of lessons learned from previous "San Min" activity, and actively learn from the advanced experienced city as well as the success experience of Western countries, learn from each other gradually explore a suitable new "People examiner" path for Qingdao, which also can inspire other cities.This article includes the following aspects:The first chapter introduces the background, the significance of this paper, through a literature review on the development of current domestic and international public participation in government performance evaluation issues, the status, theory, practice, and trends are described and analyzed. This article will make domestic and international comparison of theory and practice.The second chapter, elaborated the theory basis, "government performance evaluation", "Government Performance Evaluation on public participation", and other related concepts defined in recent years on the practice of local governments at all levels of public participation in local government performance evaluation were summarized, analyzed the current problems of public participation.The third chapter is an empirical study on the Qingdao City, and conduct "San Min" public participation activity. Through analyze of the basic characteristic and the procedure of the assess model of the government performance, Qingdao learned the effect and the shortage of the activity in order to offer good use for other districts in China.The fourth chapter made four recommendations on the basis of the experiences of Qingdao "San Min" activities, combined with the current practice of public comment conduct government performance mode over the country:to build a scientific appraisal index system, establish and improve the evaluation system to improve citizen participation system, awareness and ability to strengthen the government itself.The article will attempt to present all over the country to carry out scientific and effective public participation in government performance evaluation activity to promote China’s administrative reform, accelerate the construction of people’s satisfaction with the service-oriented government, and to provide useful theoretical and practical reference samples.
