The Research About Promotion Of Public Participation’s Effectiveness In Government Performance Evaluation

With the government performance evaluation are carried out at all levels of government, the public as the main assessor has received growing attention. The public as the most direct objection of government work’ function, they have the right to know, to participate,to supervise the work and the behavior of the government,they also have the right to speak on the performance evaluation of government. But because of the existing system of government influence, bondage of traditional political and the conditions of public, makes our current public participation effectiveness is not high. To ensure public participation enthusiasm, improve the scientificalness and the normalization of the government performance evaluation, need to improve the effectiveness of public participation in the assessment of the government.This paper use the Knowledge of management science, administration science, political science and other disciplines, combining the literature analysis, the comparative analysis and case study method, based on the research of other scholars, make a comprehensive study of about the current government performance evaluation of the effectiveness of public participation. First of all, elaborate the related theories about the effectiveness of public participation on the government performance evaluation.and elaborate detail the necessity of enhance the effectiveness of public participation performance evaluation.Secondly, evaluate the effectiveness of the public participation in the performance evaluation, and on this basis, analysis the existing problems, to further analyze the reason of its low actual effect of public participation. Through the analysis found that the current performance evaluation exist the following problem, the scope and the depth is not enough,the positive and the normalization to participate is not enough, and so on. Finally, according to the condition of t government performance evaluation of public participation, we put forward some countermeasures directivity. In order to change the status of public participation effectiveness is not high, the urgent need to improve public participation in government performance evaluation and improve the quality and ability, the government performance evaluation of public participation in the security mechanism and constantly improve the standard of government performance evaluation of public participation, and promote the scientific, standardized and institutionalized municipal government performance evaluation of public participation.
