Data about geographic names and addresses aren’t only structural description and identification of geographic names and addresses, but also critically fundamental strategic resources for social and economic development. At present, information services for geographic names and addresses have been widely applied in economic growth, national security, environmental protection, earthquake prevention, disaster mitigation and public life, etc in all countries of the world. Thus, GIS industry has gradually come into being, composed of elements such as geographic names, addresses and corresponding service platforms. As information services for geographic names and addresses are extensively employed for national economy and social development, all governmental sectors, industries and the public have more and more imperative demands for information about geographic names and addresses with the rapid development of research, development and application of hi-tech technologies, including information technologies, remote sensing technologies and positioning systems. Although foreign and domestic experts and scholars have achieved certain outcomes in examining information models, sharing and interoperability standards, standard comformance tests, criteria for geographic names and addresses, service standards for utilizing information about geographic names and addresses as well as subjects upon which standards rely on, etc, very few studies have been conducted to properly and effectively explore standardized management of geographic names and addresses. In view of aforementioned background and status quo, this paper tries hard to find out the reasons why it is difficult to practically standardize geographic names and addresses based on their definitions. For instance, geographic names and addresses have been always managed by multiple governmental sectors owing to differentiating.responsibilities, lack of planning and historical problems and so on. Besides, there are neither unified data standards in different industries nor uniform criteria for geographic names and addresses. As a consequene, there are numerous redundant data about geographic names and addresses. In this case, it gets hard to share and integrate such information. Furthermore, the phenomenon of "isolated information islands" is rather severe. Under this circumstance, it becomes more and more important to standardize geographic names and addresses by breaking down barriers among all sectors and industries.Accoding to difficulties and problems encountered in standardizing geographic names and addresses, this paper analyzes information about administrative regions, streets, roads, alleys, names of residential areas, house number, names of indications, names of places of interest and current situation of specific addresses of Qingdao City one by one based on classification of the components of geographic names and addresses. In addition, it analyzes current standardized management of geographic names and addresses, including Qingdao City’s advantages, opportunities and challenges for carrying out standardized management. Moreover, it studies management system, organizational structure and operation & maintenance security by exemplifying the construction of a standard working system for Shenzhen City’s Digital Shenzhen Geo-spatial Information Platform while reflecting on the lessons for Qingdao City’s standardized management of geographic names and addresses. Exploring standardized management strategies for Qingdao City’s geographic names and addresses, this paper finally puts forward feasible suggestions for surveying geographic names and promoting the incorporation of standardized geographic names and addresses into Qingdao City’s databases for geographic names and addresses in its fundamental e-government projects.
