The Practice And Exploration Of Non-profit Organization For Promoting The Development Of Human Settlements

Under the new historical background, Non-profit Organizations(NPOs) are actively participating in the public governance. Innovating the service and speeding up to formulate the resultant force for improving the public service have became the important research subjects for promoting the transforming the government functions. Development of human settlements, as the crucial content of Public Management, has the close relation with the people’s livelihood and social development. However, due to its complexity, and involvement in many functional government departments and professional fields, the single-mode promoting system which only depending on the government has some drawbacks and problems. This thesis takes a successful case study of “Promoting Project on China Human Settlements and New Town Development” led by China Real Estate Research Association-Council of Human Settlements(CCHS), who is the first NPO specializing in promoting the human settlements. The aim of this thesis is to try to discuss how the NPOs play the specific function and integrate the multi-resources to improve the quality of development of human settlements with the help of the social forces.Firstly, this thesis, starting from the relative concepts of NPOs and development of human settlements, discusses the theoretical basis of NPOs promoting the development of human settlements; Secondly, after analyzing the insufficient of promoting by the single subject, and the bottle-neck existed from the NPOs’ practice on the development of human settlements, this thesis points out that the jointdevelopment mode of human settlements promoted by multiple subjects should be strived to built; Last but not the least, the thesis proposes the core factors that the NPOs promotes the development of human settlements by analyzing and summarizing the series of practice “Promoting Projects” conducted by CCHS.There are three conclusions of this thesis. Firstly, in the processing of conducting the projects of human settlements, the NPOs are not only the strong promoters for promoting the human settlements, but also the leaders in that market by using their own efforts to improve their organizational development. Secondly, during the process of transforming the government functions, NPOs have become the best performers to implement the function of social service. However, there is still a long way to conduct the self-building and improve its surrounding institutional environment and legal status. Thirdly, for the governments which are in the process of transforming, the public participation needs to be paid more attention to, especially developing more NPOs in the level of communities.
