Government performance management is booming in the public administration management. According to the foreign study of the practice of performance management, the government departments develop and implement the performance management, from theory study to practice application, clarify the responsibilities & work contents, improve working efficiency and working method, as well as improving the management level. As the important economic sector, the Tax Authority takes the responsibility of collecting government’s revenue, promoting the social redistribution and playing an important role in the macro regulation & control etc.This paper focuses on the current situation of performance management of information center in Zhanjiang Municipal Office, SAT, which is researching on the study of the contents, measures and effects of performance management, in-depth analysis of the problems and reasons of performance management, finally putting forward the suggestions for the improvement of performance management of information center. First, collect the literature theory & other relevant theories of information center performance and staff performance management at home and abroad. Second, carry out the theoretical research. Based on the advanced theories of performance management, learn to use classical performance management method to improve performance management of information center. Combining with the characteristics of information center, ITIL and ISMS are introduced to design the KPI in the department performance. Based on the IT Balanced Score Card for performance management, analyze the staffs’ situation in the information center with staff performance management. According to the characteristics of the civil servants and the information technology personnel, use 360-degree evaluation method to evaluate the staff performance. Finally, analyze the existence difference between department performance management and staff performance management, coordinate and balance these two parts, to achieve the best effect of performance management.Improve the performance management of Information Center of Zhanjiang Municipal Office, SAT, improve the work efficiency and core competitiveness, as well as the staff quality and ability. It’s good for both the theoretical and practical value of information center in tax departments. It has a positive effect for the performance management of government IT department. It’s given a learn for the staff performance management of technique civil servants.
