A Performance Analysis Of Shanghai CPPCC Members

The People’s Political Consultative Conference(CPPCC) is a political organization with Chinese characteristics, is an important channel for consultative democracy. CPPCC members are the main body of CPPCC, their capacity determines the effectiveness of the work of CPPCC. Overall, CPPCC members firmly grasp the fundamental purpose of the people to perform their duties, and actively carry out political consultation, democratic supervision, and participation in politics functions. However, there are three negative aspects of duty performance of some CPPCC members, accordingly “not performing their duties”, “not able to perform their duties”, and “the gap between people’s expectations and CPPCC members’ duty performance”, which not only affected CPPCC members’ public image in people’s mind, unable to timely respond to the new requirements of the new expectations of the people, but also affected CPPCC to play its due role in promoting scientific and democratic decision-making, and in promoting the construction of socialist democratic politics.Therefore, this study used Socialist consultative democracy’s common requirements for consultation body, the CPPCC theories’ specific requirements for CPPCC members to perform their duties as theoretical support. Besides, the requirements for duty performance of West Members of Parliament as reference,the researcher summarized the elements of CPPCC members’ capability to perform their duties, constructed an evaluation system for duty performance capability of CPPCC members. On this basis, with the duty performance of members of 12 thCPPCC Shanghai Committee, for example, and through questionnaires, in-depth interviews and other research methods, the researcher analyzed the problems in CPPCC members’ duty performance, summarized the factors affecting their performance. According to the results of general Linear regression analysis and qualitative analysis, the researcher found the relationship between CPPCC members’ demographic variables, the identity of the contents,the organization of environmental concern and their performance, thus suggesting that we must improve the generating mechanism of CPPCC members,strengthen constituencies basis for the work and the special committee services on duty performance of CPPCC members, strengthen self-construction of the CPPCC in order to improve CPPCC members’ duty performance capacity building.
