Along with the reform and opening up and the process of information in our country, in recent years our country has achieved rapid development in all aspects,especially the demand for high-tech talent is highly enhanced, more and more public departments, enterprises, the company attaches great importance to the talent training.The development of a new round of intelligence in Xinjiang,Xinjiang fully reflect the government’s emphasis on talent, education and so on investment, this article from the perspective of value, taking the human capital investment as the breakthrough point of Xinjiang institutions of human capital in the management of the investment value analysis, this article analysis from the present situation of the most basic of human capital in Xinjiang, by collecting relevant human capital input related data for quantitative analysis, and response in the Xinjiang institutions of human capital investment the contribution of investment proportion and create value, through the analysis of the present situation, the quantitative feedback on problems existing in the Xinjiang institutions of human capital, and put forward feasibility of Xinjiang institutions of human capital investment advice, to promote the further development of economy in Xinjiang.
