The Research Of Model Of Standardized Management Of Administrative Approval

Administrative approval as an important means for the government to make authoritative allocation of social resources, is indispensable to the administration of the basic system which is widely used in economic development, social management, public safety and other fields. China’s administrative approval system is gradually formed in the process of reform and opening up which has played a positive role in promoting the orderly development of the socialist market economy, protect the legitimate rights and interests are not infringed,safeguarding the public interest and public order. However, the drawbacks of the administrative approval system has also been exposed and has gradually become restricted the development of "institutional bottlenecks."Administrative approval system reform is both the need for transformation of government functions and to improve government management, also as an important starting point for deepening administrative reform, rationalizes the relationship between government and the market to solve the deep-seated contradictions market economy. In 2012, the party’s 18 demands further decentralization, deepen the reform of administrative approval system which is the key initiatives and content of a deepening reform, activate economic. This paper based on the summarized administrative approval system and standardization of management research literature and existing achievements at home and abroad, implanted the standardized management thinking, ideas and methods of administrative approval system during the operation, construct the administrative approval of standardized management model.This paper argues that the standardized management of administrative approval means that the Government set up the administrative approval, implementation, monitoring and other management activities to develop specific operating standards, and by the enactment of the implementation of administrative approval to regulate behavior, improve administrative efficiency, improve the quality of public service behavior. On this basis, this paper have the theoretical analysis for the standardized management of administrative approval and proposed it has values for standardized the administrative approval, to improve the quality of administrative approval, to improve administration, improve administrative efficiency and strengthen coordinated operation, improve collaboration between sectors, improve the investment environment, build a service-oriented government, to promote advanced experiences, promote government innovation, enabling stable, guaranteed heritage management and other core values.This paper reviews the exploring, deepen and the comprehensive tackling of reform process of administrative approval system in China, analyze the current situation of administrative approval system and problems. This paper argues that the administrative approval system has seven characteristics includes public nature, legal, openness, reproducibility, timeliness, upon application of, discretionary that determine the necessity and feasibility of the presence of the implementation of standardized management of the administrative approval system.This paper conducts case studies on the implementation of standardized management of Shanghai administrative approval and does the research for reality base of administrative approval to build standardized management model. Shanghai standardized management of administrative approval includes six contents include catalog management, service manuals, service guides, online approval, information sharing and performance monitoring. Since 2010 Shanghai conduct standardized management of administrative approval, Shanghai issued two local standards include "Guide for drafting of workbook on administrative approval" and "Guide for drafting of transaction guideline on administrative approval", developed "The management approach of workbook and transaction guideline on administrative approval in Shanghai". In further, in the city government departments carry out administrative approval standardization demonstration pilot work. There have been 15 units passed examination and testing and has opened in the city.In summary, we believe that the standardized management of administrative approval should establish a scientific and rational management standard system of administrative approval, strict administrative approval review mechanism, efficient and convenient administrative application mechanism and continuous improvement of evaluation and improve mechanisms. Therefore, this paper proposes the standardization of administrative approval system should be constitutes by administrative approval management standards and its evaluation system under the regulatory framework of administrative approval system, standardized management-related laws, regulations and other related guidance. Administrative approval system management standards includes the establishment of administrative approval coding standards, drafting of workbook on administrative approval, drafting of transaction guideline on administrative approval,administrative service center construction services standards, online administrative approval standards; evaluation system improvements as a complementary system of standardized management of administrative approval.
