Study On The Practice Of Administrative Approval Bureau Model

Recently,under the background of delegating power,improving administration and government service improvement,governments at all levels see the reform of administrative approval system as a breakthrough which can transform the government functions.Since the Administrative Approval Bureau set up in Tianjin new costal area in 2014,it integrates about 216 administrative examination and approval responsibilities from 18 departments.And start to use one official seal to manage all public affairs.Then,16 municipal districts centralized administrative examination and approval power and established the Administrative Approval Bureau which make a big influence on the society.In this study,I use Tianjin as an example,systematically cleared up the practice of administrative approval system reform,I make a spot investigation in the 16 municipal districts.According to that,I conclude the Administrative Approval Bureau model of Tianjin.Firstly,the physical concentration changes into actual concentration.Secondly,the power feasibly decentralized.Thirdly,crash revolution and gradual revolution.Fourthly,internal optimize change into interaction with outside.Fifthly,develop the SOP of administrative approval system.Sixthly,make innovation in service.It also facing challenges.firstly,some people query that the concentration of power may cause DUP.Secondly,there still exist problems when the administrative examination and approval bureau contact its superior departments.Thirdly,examination and approval separate from supervision which adds the communication costing between them.After all,the administrative examination and approval bureau has advantages in improving efficiency,service level and promote the construction of efficient and effective government.And still do some improvements in on-line administrative approval and follow-up supervision.Based on all that study,I can forecast that the Administrative Approval Bureau will be smaller cause the power delegate to local government.Then,I put forward some suggestions to the development of the Administrative Approval Bureau,Firstly,promote the improvement of online approval process;Secondly,cultivate the capacity of supervision in Intermediary organization.Thirdly,establish and improve the coordination and communication mechanism of information sharing among departments;Fouthly,take more care in supervision.
