The Research Of Customs Plan For Rapid Response To Emergencies

The emergency plan is an important basis for emergency management. At present, the state pay close attention to the emergency response plan, the relevant laws and regulations have been promulgated one by one. Customs also has always attached great importance to the building of emergency plan system construction. While, with the continuous development of customs service, the risk of emergency is facing increasingly complex and serious. The current plan has been unable to meet the needs of customs emergency management. This paper is based on the relevant concept and theory of emergency plan, combined with the author’s emergency management experience in customs, researches the key issues of the customs emergency plan system, analyzes the defects and insufficient of current plans, and optimizes the customs emergency plan.This thesis has five parts. First part introduces the Fundamental theory of relevant emergency plans. The second part expounds the concepts of emergency plans and defined in the customs system. The third part introduces the general situation of the customs emergency plan, and the existing problems were analyzed. The fourth part researches several key problems of the customs emergency plan amending with the practical experience. The fifth part puts forward a revised plan of customs emergency.
