As the reform of personnel system, civil service assessment becomes an important part of personnel management in our country. Governments at all levels use all kinds of assessment methods to increase the supervision efficiency of administrative personnel and to further improve the administrative efficiency of government departments.But civil servants assessment system was established lately, there are many institutional defects itself.Britain as a country proposed civilian system firstly, has a long history of civil service assessment system, and goals of examination are similar with ours.The comparative study of civil service assessment system based on the two countries could intuitively reveal the problems existing in the civil service assessment system in our country,which has great significance to improve China’s civil service assessment efficiency.This paper summaries the development history of the civil service assessment system of the two countries, in order to make a comparison about the value orientation and spiritual principles between the two countries. Then to make some comparison about the Assessment methods, procedures, results application, so that we can outline the development of China’s civil service assessment system and find out some content that is available for reference. The end puts forward some thinking which is suitable for the development of the civil service assessment system in China.
