Research On The Classification System Of Civil Servants Based On Competency

Civil servants examination system is an important component of the eivil servants system.As the “Entrance” of the civil servants,the effective degree of the examination system will directly affect the quality of civil servants and the government's work efficiency.Therefore,classified examination system is the development direction in the future which can further enhance the scientific and effectiveness of the civil servants examination system and can select the job matching talents,so as to optimize the talent structure of the government departments and raise the effectiveness of the civil servants managerment of state affairs.This article first summarizes the status quo of China's civil servant examination mode and the practical experience of Shanghai.Secondly,this paper investigates the present situation of the civil servant examination in Shanghai,makes full use of the case analysis and analyzes the current status,problems and causes of the current civil servant examination system in Shanghai based on competency perspective.Finally,the use of civil service examination of the open and fair principles,the principle of competitive selection and the principle of human match,the principle of competence,to improve the classification system of civil servants in China put forward suggestions.This paper puts forward some suggestions on the construction of the civil servant classification and examination system in Shanghai,including the classification of civil servants,the establishment of civil servant classification and competency model,the establishment of civil service classification and dynamic assessment mechanism.The civil servants classified examination system is still in its infancy in our country,the development of it is still very long and difficult.This article is only a preliminary exploration of it which hope can do some favor to its development.
