Study On The Home Care Service Principal Optimization In Baoding

Since the 1970 s, the population aging has gradually become the general trend of the world’s population development. With the acceleration of population aging in China, the pension problems of the elderly have become a problem that mustn’t be ignored in our social life. Compared with western developed countries, our country is in a state of "Not Rich, First Old", where the levels of both economic development and pension are not balanced.Our current ways of pension are including family endowment and institution endowment; however, these two approaches are faced with challenges at present. First,family endowment is facing heavy burden, for there are more and more only children with the implementation of the family planning policy in China in recent years. The "421" family structure is formed, which gives the only children heavy burden. China’s current economic development is at a low level, and our country cannot build large-scaled endowment facilities alone, thus the institution endowment is facing serious challenges. In this case, to explore the most suitable pension mode in our country has great social significance.The theoretical circle in our country mostly focused on the study of family endowment, but the study on the family endowment which serves mostly for the “4050” people are fewer. Since reform and opening up, social transformation has accelerated, and large-scaled enterprise reform is implemented in our country. It caused a large number of laid-off workers, and the biggest victims are "4050" people. This is the special national situation of our country. This thesis, based on the basic situation of Baoding family endowment for the “4050” people, is aimed to explore a new family endowment——the family endowment which serves mostly for the “4050” people. It is going to point out the problems existing in the current endowment patterns and the advantages of the family endowment for the "4050" people. What’s more, this thesis will also going to put forward the perfecting and developing countermeasures for the serving people of the family endowment. It will put forward some feasible suggestions for the perfection of baoding city endowment service system and the realization of the 4050 workers reemployment.
