The number of people has reached 222 million over 60 years old,accounting for 16.1 percent of the total population,according to the sixth census of the national bureau of statistics(2014).China has entered an aging society and the aging population has reached a serious level according to the measures of the aging of the international community,The current academic circles are keen to discuss the status quo and guarantee of the pension of migrant workers and land-lost farmers,there is little concern that the special group of laid-off workers is entered or entering into old age.Different from general town worker or urban poor groups,the laid-off workers of state-owned enterprises are more susceptible to aging crisis and the threat of the pension burden in their later life,because they can be abetted directly by the level of pensions,the available medical resources and the distribution of social resources.Although the N city laid-off workers generally will go into old age,according to related statistics,the N city population of 885800 people who aged over 60 by the end of 2015,accounting for 14.1% of the total population of the city,less than 16.1% the province proportion(16.1%).It is visible that the party,government and the civil affairs departments must seize the opportunity for the city N in front of the population aging degree did not increase,and cope with aging,fully tap the city's endowment of resources,to guide the healthy development of pension services.In this paper,the middle-aged and elderly laid-off workers in M enterprises are classified as old workers according to their professional status,and a brief summary is made on the commonality of their pension needs.According to the theory of the social stratification and the maslow's hierarchy of needs,the laid-off workers are classified into the four types of partitioning index:mental labor class,physical labor class,individual business class and non-fixed labor class four levels,through their career and economic levels.combined with the typical case for further analyzing the differences of different class laid-off workers endowment demand,and put forward the corresponding countermeasures according to their different needs.This paper is divided into five chapters:Chapter one,introduction.This chapter focuses on the research reason,purpose and significance of this article,the research review at home and abroad,the definition of core concepts,research methods,research difficulties,key points and innovation points and theoretical basis.Chapter two,the social background of state-owned enterprises restructuring and social security of laid-off workers.This chapter introduces the social background of state-owned enterprise restructuring and the safeguard system of laid-off workers,including the historical process and social impact of the reform of state-owned enterprises,and the resettlement policy and safeguard measures of laid-off workers.Chapter three,an empirical study on the life status of laid-off workers in M enterprises: taking M enterprise of N city as an example.This chapter first population ageing in N city,analyzing the present situation and their characteristics were summarized on the basis of pay attention to the laid-off workers to the city of N M enterprise respectively from gender,age,level of education,income level,health and family structure five aspects to carry on the basic condition of the worker.Finally,according to the professional status,the laid-off workers of the enterprise are divided into four classes.Chapter four,M enterprises at different levels of laid-off workers' needs for retirement: commonality and difference.In this chapter,the general and differential analysis of the pension needs of the laid-off workers in M enterprises are analyzed.Among them,it focuses on the different levels of the pension needs of laid-off workers.Chapter five,the dilemma of the retirement demand for laid-off workers from state-owned enterprises.Countermeasures for part of this chapter is the article,based on the analysis of the above four chapters,respectively from the off-duty workers old-age security model and pension service supply policy thinking and discussed through two aspects,namely that part of the main countermeasures considerations based on the general ideas and specific measures.This paper explores the different levels of middle-aged laid-off workers on pension demand diversity,through in-depth "laid-off workers" in real life,using visual observation and social investigation method,the real records and rational analysis of their mental outlook and living conditions,The aim to this paper is calling for the attention to this special crowd from the party and the government,which must make sure the social contribution made by them,and paid close attention to their pension in the realistic society from the perspective of policy and feelings.
