The reasons for Telecommunications-fraud are complicated.Currently, there are about fifteen tricks which have high success rates, the article exposed the fact of these tricks.There are some difficulties when law enforcement official cracking down on telecom fraud crime,the article analyzes the reasons of the difficulties.Finally, The third part mainly focuses on the prevention of telecommunications-fraud and attack on it. Strategies like promoting attack and prevention simultaneously should be taken. Promoting information-led, precise strike strategy; setting up a mechanism cooperated by multiple sectors and various types of police on the basis of public security organs; attaching importance to the effect of the cooperation mechanism of public security organs of various counties, districts and even international counterparts on attacking this kind of crime; consolidating judicial policies; insisting on regarding both criminal law and civil law as equally important.Lastly is the suggestion of protecting person information.
