In 21st century, talents are the base of competition. Public institutions are the main places where all kinds of talents gather in China. So, it is necessary to ensure the excellence of all kinds of talents in public institutions for China to win in the world competition. However, the traditional personnel system of public institutions has been too flawed to select high-qualitative talents. In 2005 the Ministry of Personnel published the "Tentative Provisions for the open recruitment of public institutions" which established a new personnel selection system for public institutions, namely:open recruitment. The implementation of open recruitment adapted to the needs of the personnel system reform of public institution, created an open, equal and competitive environment for competition and enhanced the social service capacity of public institutions.Because the open recruitment system of public institutions is a new thing in China, there are still many problems in the concrete practice of open recruitment. Therefore, it is imminent to research the shortcomings in the practice of open recruitment and explore many comprehensive measures. This essay used the pattern of "raise a question-analysis the problem-solve the problem" to discuss and research.First, the essay summarizes the open recruitment of public institutions, including explosion of the necessity, constraints and theoretical basis of open recruitment. At the same time, as a systematic process, the open recruitment is affected by external factors, internal factors and candidates. In addition, the essay explains human resource planning, job analysis and matching between capacities and jobs in order to lay a foundation for the following study.Second, the status of open recruitment is analyzed and discussed in detail. The open recruitment has selected various types of talents for the public institutions and acquired remarkable achievement and social acceptance. However, there are many problems in the open recruitment exercise. For example, the regulatory system is not perfect; standards for entry requirements are not uniform; methods and contents of examination are not scientific; recruitment procedures are not formal; effective recruitment assessment is not enough.Third, the essay discusses that how to improve the open recruitment exercise. In order to assure scientific, standardized and efficient implementation of the open recruitment, we should establish correct view for application and recruitment, adhere to scientific guidelines, handle well the relationship of fairness and impartiality, norms and flexibility and fairness and science, achieve maximum personnel autonomy, improve relevant laws and regulations, explore advanced methods and techniques of talent assessment, apply various forms to monitor.Finally, the open recruitment in Jinan institutions has been studied as an example. This part summarizes the main practices of open recruitment, affirms its periodic results and proposes reform measures corresponding to the existing problems in order to improve the science and effectiveness of the open recruitment in Jinan.
