Grass-root civil servants constitute the main body of the administrative system of China. They are the actual executors of implementing of the country’s policies and regulations, are important links between the CPC and the Chinese government and the people at all level. Their work ability, work methods and work style affect the image and the credibility of the CPC and local governments. Therefore, strengthening the scientificity, efficiency and the effectiveness of the training of civil servants is an important measure of implementing the General Secretary Xi Jinping’s strategic layout, which is comprehensively building a moderately prosperous society, comprehensively implementing the rule of law and comprehensively strengthen Party discipline, is a key to accelerate the country management systems and is a prerequisite of building modern government.The economic development of our country is still in the primary stage of socialism, and there is a large population of grass-root civil servants. For grass-root civil servants, the training is a relatively limited and scarce public resource. Therefore we should properly use the funds of training institutions, trainers, training equipment, training support and other factors based on existing policies. However, the current theoretical research in this field is still behind actual demand. In this paper, the author uses the training of the Z county grass-root civil servants as an example for analysis, and obtains information related to theoretical knowledge by reviewing of numerous books, papers and the internet websites. Through questionnaires and wide spot investigation,the author tries to analyze and summarize the general problems and factors existed in the Z county grass-root civil servant training, then accordingly proposes specific and operational measures to promote the development of grass-root civil servant training in Chongqing. The first part introduces the background, significance, research status, research content and methods of the paper. The second part is the theoretical basis of the grass-root civil servant training in case the new situation. The third part is the introduction of the training practice of Z county civil servants. The fourth part analizes the widespread problems and causes of the grass-root civil servant training. Section V presents the measures to promote the effectiveness of the grass-root civil servant training.
