Civil servants are important part of the construction of government, are also constituter and executor of the state policy. Facing the transformation of government functions, it has higher and updated requirements to work ability and comprehensive quality of civil servants. In our country, grass-roots civil servants are the main part of civil servants, basic level civil servants directly facing the people when carry out the work of government, convey the policies of the party, broad the party's advanced thought to the people, so the level of civil servants' ability and quality is directly related to the ability and public image of government. It requires that the way, content and thinking made of work must be changed in order to adapt to the requirements of the work of new government. At the same time, a series of social problems which are brought by the rapid development of social economy is more severe, and our government need to face complex problems, such as group events, unemployment, crime, pollution of environment, hidden trouble of production safety and so on. In order to achieve the country's stability and security, development and stability, the ability of party and government must be persistently strengthened. Grass-roots civil servants is direct executor of the party's principles and policies, so the training work of grass-roots civil servants is becoming more and more important, our government continue to increase the intensity of the grass-roots civil servants training, and constantly improve the grass-roots civil servants training system, but the actual effect of the grass-roots civil servants training has is not impressive, we also need to study and solve many problems.This paper does specifically analysis by analyzing the general situation in the training work of grass-roots civil servants, analyzing the literature and the actual phenomenon which is typical representative and combining with the Chinese and foreign research results. Then it points out the requirement to the ability and quality of the grass-roots civil servants in our country, and proposes effective measures to solve the problems on the basis of relevant theories, and puts forward the corresponding institutional innovation. I hope that the research of this thesis can provide some reference for relative work, continuously promote the training work of China's grass-roots civil servants, promote China's grass-roots civil service training, and promote the healthy development of China's social and economic stability and harmony and stability and contribute to the comprehensive construction of innovative, clean, service-oriented government of rule of law.
