The tax department pushes the performance management, which is to adapt to accelerate the transformation of functions and innovation trend, comprehensively promote the urgent need for tax modernization. Performance management is divided into two categories, organizational performance management and civil servant’s performance management. Civil servant’s performance management is the inevitable extension and expansion of organizational performance management, one important support to ensure the organizational performance achieve the aim and task.While promoting the organizational performance management, timely follow up the implementation of the civil servant’s performance management, which can promoting coordinated development of organizations and individuals, rely on each other and become one, establishing an operation mechanism of performance management with a complete system, scientific mechanism and perfect function, give full play to performance management.I take advantage of the favorable conditions of working on the tax system, using the interview, expert investigation and document analysis and other methods, take Changtai IRS as example, studying the construction of the civil servant performance appraisal system. First, comprehensively analyzes the current situation of civil servants performance appraisal in Changtai County IRS, proposes the main problems exist in the assessment, and deeply analyzes the causes of the problem. Secondly, puts forward that the guiding ideology and basic principles should be emphatically grasped by the Changtai County IRS, during designing the Civil Servant performance appraisal system. According to the different assessment objects to set different performance index, implement the differentiation assessment.To adopt the Management by objectives and the design of key performance indicators, combined with the goal of organizational performance and job responsibility system, try to establish a position indicator library, and then build one set of more scientific and rational performance appraisal system for junior civil servants.Finally, further put forward the safeguard measures to make the performance appraisal system operate effectively.By studying the appraisal system of Changtai County IRS Civil Servant performance, not only provides some new ideas and methods for improving the tax system of civil servants performance appraisal, but also makes some useful exploration to improve the tax system.
