There are a lot of factors that influence work efficiency of government, but the main and best thing the government should pay attention to is people, that are national public servants. The most important thing for civil servant management is to arouse the civil servants ’administrative initiatives and to improve the government’s work efficiency. As is known to everyone, with the development of times and the prevalence of reform of administrative system, it is the government’s inner management and civil servants’performance management that more and more government officials as well as associated scholars begin to pay attention to. The most important thing for civil servant management is the civil servants’performance management. In a series of activities, it is very important to establish a scientific, perfect and sound index system of civil servant performance management, the perfection of which is the base and core of the whole activity.But from the China central practice and various regions’, it is unscientific and unsafe for a lot of civil servants’performance appraisal, and sometimes even none. On the basis of foreign experiences, this paper tries to take Beilin district as an example and analyzes the problems emerging in the Beilin district’s establishment. It analyses by a series of date model and finds out the way to deal with it, in order that it can offer referential countermeasure and suggestion for establishing scientific sound index system of civil servants’performance appraisal of Beilin district, Xi’an.The new conception of this paper is that on the one hand, it takes Beilin district, Xi’an as example and collects a lot of materials about its civil servants’performance appraisal, which provides safeguard for the authenticity and reliability of the paper; on the other hand, it applies a lot of data model analysis, whose result is of scientificalness and objectivity.This paper consists of four parts.The first chapter is introduction. The first part consists of preface and research status in China and abroad. The preface introduces the research intention of this paper. The research status talks about micro-level of the overseas index system civil servants’performance appraisal. The second chapter is the current situation of index system of the civil servants’ performance appraisal, open questions and analysis of causes. A case study of Xi’an-It makes use a lot of first-hand materials to analyze the current situation of the index system of the civil servants’performance appraisal in the Beilin district and find out problems and causes.The third chapter is the improvement plan of the index system of civil servants’ performance appraisal in Beilin district. At first, it illustrates the construction rule of the index system of civil servants’performance appraisal. And then it makes use of a lot of data analysis from primary congregation to the filtration of performance assessment index, then to the establishment of the index weight at all levels. On this basis, the civil servants’performance appraisal in the Beilin district is established.The fourth chapter is the conclusion and prospect of this paper. For the public sector, actual quantitative assessment faces problems of actual concept grand, index design complication, unscientific assessment norm, unreasonable weight analysis and too professional computing technique, and so on. It needs further research.
