Research On The Problem Of Public Policy Implementation Power Of Our Government Under Social Capital Perspective

The public policy implementation is the central link of government’s public management activities. At present, the public policy implementation power of ascension is facing serious challenges, and the challenge to make public implementation power research not only become the new focus of public policy research, also became the reason of selected topic and the research object.Social capital was put forward. Its application has expanded from micro to macro level, the extension from sociology, economics and other fields to the field of political science. As an academic concept, social capital has become the new paradigm of explaining social phenomenon. The author regards social capital as explain tools in this article, and regards literature research, survey method and structure analysis method as the theoretical method, from a new Angle of view analysis of the problems of our country’s execution of public policy, and the path to improve. To be specific, this thesis is divided into six parts:The first part: introduction. This part mainly discusses the background and significance of topics, the present situation of the domestic and foreign research of selected topic, and logic and method of the work, this part is the paper preparation stage.The second part: the social capital and public policy implementation power of our government. This part mainly discusses the related theories of the social capital and public policy implementation power, and then finding a suit a point between theory and reality, this part is the logical starting point of researching papers.The third part: the problem of public policy implementation power in our country. This section discusses the problems existing in the public policy implementation power from executed subject, object and the relationship between the executive main body, execution system, resources and environment five aspects in the form of theory and data. This section provides a foothold for further research.The fourth part: analysis of the causes of public policy implementation power problems under social capital perspective. This part mainly analyzes the reasons of public policy implementation power problems from the trust of social capital, network of social capital, norms of social capital and social capital’s quality four aspects. This part is the transition from a problem to the route choice, also is the social capital and public policy implementation power of interaction for the first time.The fifth part: the path choice of fostering social capital ascension improving our country’s public policy implementation power. Promoting policy implementation power of public methods are put forward mainly from the quality of the social capital and trust, network, standardization of the social capital in this part. This part is the goal of the thesis writing.The sixth part: the difficulties and prospect of social capital promoting China’s public policy implementation. This part analyzes the plight of the social capital in promoting public policy execution in our country, and puts forward some improving measures. This part provides direction for further application of social capital researching public policy implementation power.
