| Today,social insurance develops greatly and the government carries out the certain service requests such as “Streamlining administration and Delegating authority”,“First-inquiring responsibility system” and “One-time clear”.The examples that civilians have frictions with staff when they ask for their interest demands are still common.The policies of superior department are not clear enough? The resource of agency is deficient? Or the organization settings and practical work is mismatching? If these objective factors which affect the implementation of public policy have already been perfected by the government step by step,then,what is the reason that the service of our social insurance agency is unfulfillment in earth?This paper sets social insurance agency of S City in Jilin Province as the object of study and starts with the typical cases which are reflecting the problems of public service ability construction.The paper also researches and analyzes the problems during the handling process and introduces the public policy implementation theory and administration execution model in order to find out the reasons which affect the implementation of public policy: who is responsible to report back to the superior department when there are some problems on policy implementation? The channels of the feedback mechanism are unimpeded or not? When superior department receives the feedbacks and makes a decision,then,if there is effective constraining force for junior departments' executive condition.On this basis,combining case analysis method,interviewing method and various research methods,this paper analyzes that how to improve service ability and quality effectively in the current environment.And by combining my own practical working experience,reasonable advices are proposed.Then,this paper offers certain reference to how to improve the service efficiency and service ability of social insurance agency,serve the masses better and promote the construction of service-oriented government. |
