On The Dilemma And Promotion Of Public Policy Implementation Force In China

Public policies are the important component of public administration of the government in the contemporary era. On the one hand, it is the basic approach to the practice in public sectors of pubic will which is rooted in politics. On the other hand, it is the primary way to influencing the benefit of the citizens in public life. The value and will of public policy is established by the process of decision and becomes social reality by the process of execution. The fulfillment of the two activities both guarantees the final realization of the value and will of public which is loaded by public policies. The process of decision determines tropism of the content of policies, and the layout of good governance finally lies on the process of implementation which is based on understanding. And the power of implementation in administrative subjects is connected to efficiency and effect of execution of policies.It's very important to carry out the public will and the public spirit well according to the anticipation of the policy establishing, and improving the performance of the public policy is very important too. Based on these meanings above, this paper pays attention on analyzing the implementation for the public policy, and studies on the theoretic basis of the performance for the public policy.In order to accomplish the study, we can drive this paper into four parts:Firstly, we offer the preparative for the study, and then we clean up the relative research in china or abroad subsequently. Besides, through combining the criterion of the literate humanistic and the social science, we establish the scheme of the research from three study levels such as theory paradigm, study strategy and the study methods, which to be regarded as the full plans.Secondly, in order to begin our study, we explain a group of the basic conceptions, and then we introduce implementation model for the public policy.Thirdly, considering the practical process in implementing of the public policy in china, we summarize some types such as the departure for the value of the public policy in the implementing process and the power in implementing process. Besides, we analyze the reasons for the low performance in implementing process. After that, we summarize the practical reasons that affect the power of implementation.Fourthly, based on the analysis above, we proposal some constructive schemes for the power of implementation of the public policy according to the practical circumstance.The paper inherits correlative research fruit of the power of execution in business administration, and makes exploring research on execution of policies in public field. And it also notices the between public sectors, public affairs and private management. But in the viewpoint of pursing results in managerial, the paper doesn't focus on thedifferentia.
