With the continuous progress of sociaty and the reform of opening up in China, international competition has become the competition of talents. The young talents are needed to create the future of The party and the country. The young cadre of various institutions is some of this part.Their qualities determine the future of the country. On June 28, 2013 General secretary Xi Jinping emphasized in the meeting of the national organization: "the training and selection of young cadres is the key to passing the cause of our party to the young generation and is related to the safety of our country." Generations of Party leadership regard the training and selection of young cadres as a top priority. In new conditions, the reform and transition of our country have entered a critical period. How to work out a set of training and selection of the young cadres which is suitable to the conditions and effective has significant influence to our country.This paper is based on the research of domestic and abroad theory as guidance. It also use the query literature, questionnaire and interview study and combines the theory with practice and other methods. With all the above method it analysis the young cadres in different ways like definition and characteristics. Then it combined with the growth of young cadres and analyse the training and selection of young cadres at the grassroots level in the current system. Through the investigation and analysis, it summed up the shortcomings of the current situation of China’s grassroots cadres training and selection of young cadre. Then it combined with the characteristics of young cadres and the background of current era which has formed a set of training and selection of young cadres “selection-- education-- use – futher education –reuse—evaluation”. It provides useful information and reference for the party committees at all levels of training and selection of young cadres.This paper is divided into five parts. The first part is the introduction which mainly includs the training and selection of grass-roots young cadres mechanism-- a case study of Ouhai District, the training and selection of young cadres as an example of the research background, purpose, significance, literature review, research methods and innovation. The second part is the basic definition and characteristics of young cadres of grassroots. And it analyzed its growth processes. The third part is a combination of interviews and questionnaire methods which analyse the survey data, summarize the current theory of education and training, practice, timely promotion, scientific use, preparation for the future development, hanging on the base of young cadres based training model and the shortcomings of training mode, such as training and education is not flexible, practical exercise restraint, promotion and use of mechanism is not perfect, the standby slightly disjointed and hanging on the management is not standardized. The fourth part summarizes the present situation and deficiency. Then it puts forward to develop rational thinking mode.To develop in line with the training and selection of young cadres and young cadres mode character, it give the requirements of growth rule and time. The last is the epilogue, including the conclusion, references and acknowledgements etc.
