After the reform of the national and local tax collection and management system,the tax system,especially the grass-roots tax units,is generally facing the problem of aging of the cadre structure,and the tax work is also facing unprecedented challenges and pressures.As the most active and core element of the whole tax cadre team,young tax cadres will have a driving force for the efficient development of tax work,and the training of young tax cadres will have a far-reaching impact on the development of China’s tax cause.How to combine youth personal development with the strategy of "talents strengthen tax",effectively train young cadres in grassroots tax departments,and cultivate high-class and sophisticated young tax talents that meet the needs of the new era,has become an important topic for tax cadres’ human resource management.Therefore,exploring the theory and practice of training young cadres in grass-roots tax departments from the perspective of competence is an urgent need to improve the professional ability of young cadres in grass-roots tax departments and forge a tax iron army that satisfies taxpayers.This paper starts with the current situation of the training of young tax cadres in the tax bureau of H District,summarizes and analyzes the research on the competency of young tax cadres,designs a questionnaire suitable for this study,conducts an in-depth questionnaire survey on 180 young tax cadres of different types,positions and levels in the tax bureau of H District,and conducts personality interviews with 30 young tax cadres and leading cadres.Through sufficient data testing,Based on the results of questionnaire survey and personality interview,this paper makes statistics and analysis on the current situation of the competency of the young cadres in the tax bureau of District H,and obtains three main problems in the training of the young cadres in the tax bureau of District H from the perspective of competency.On the basis of analyzing the causes of the problems,the training program for the young cadres in the tax bureau of District H is designed in terms of education,training,evaluation and incentive,promotion and development based on the perspective of competency,And put forward the practical system,organization and environment to ensure the implementation of three aspects,in order to promote the effective development of the training of young cadres in the H district tax bureau.
