| Since China’s reform and opening up, Guangzhou has been developing rapidly in terms of society and economy. Meanwhile,irregular immigrants problems have gradually become one of the key social issues. Chinese scholars used to focus on the study of immigrants to developed countries. However, my thesis puts particular emphasis on the governance of irregular immigrants of China itself. It takes Guangzhou’s irregular immigrants as an example, which happens to be the key point of Guangzhou’s social management.My thesis took the way of field work and discussed the governing experiences of western countries. The results show that both America and the European Union pay great attentions to the construction of immigrants laws and regulations. Besides, they value cooperation among states, development aid to source countries, information construction and so on. The illegal immigrants governance of European Union has become a multi-level governance of nations, supra-nations and sub-regions, focusing on the diversity of governing measures.Western governing experiences of illegal immigrants have a reference meaning to Guangzhou. In addition to assist and strengthen our laws and regulations at the national level, to formulate an immigrants law in place, to reinforce international cooperation and to coordinate resources at home and abroad, Guangzhou itself has to strengthen its institutional construction, mobilize concerning powers, establish a relatively independent professional management team, improve the quality of the team, promote the community management of foreigners, update technologies and facilities and raise the level of information. Moreover, in terms of sub-nation governance, government should take the lead with the help of universities, research institutes, think tanks, all kinds of social organizations and the people. Only if all of our social forces are involved, under multi-level supervisions, can our governance of irregular immigrants problems be more efficient. |
