Guangzhou-African Immigration Governance Research Based On The Perspective Of Collaborative Governanc

Along with China's reform and opening up,the rapid economic and social development,the holding of the China-Africa Cooperation Forum,China has become the ideal "Gold Rush" to more and more African people gradually.The statistics show that African immigrants mainly live in both Guangzhou Guangdong province and Yiwu Zhejiang province.They mainly engage in the import and export trade between China and Africa.Guangzhou has attract a great deal number of African immigrants in recent years because Guangzhou has a traditional economic advantages: the ancient and modern international trade center and the world-renowned Canton Fair.However,The media coverage relating to African immigrants mainly belong to negative events,such as "Guangzhou was occupied by the black","black people in Guangzhou are overflowing" and so on.The media negative reports to African immigrants become more and more frequent after hundreds of African immigrants in Guangzhou have been demonstration to police station in July 2009.The African immigrants gathering lead a traffic jam seriously in June 2012.The local government governance to the African immigrants become more strict than before after Guangdong province government in May 2011 promulgated the "The temporary provisions of the administration of foreigners on Guangdong Province ",which is main reason to the African immigrants society affair decrease.Thence,How to effectively manage the African immigrants in Guangzhou,and how to promote the integration of African immigrants in Guangzhou has become the focus of government and academia.In June 30 2016,The International Organization for Migration(IOM)approved the application which China officially became a member of the the international organization for migration.The International organization for migration is an organization with a wealth experience in the governance of immigrants.The concept of immigration governance has been recognized by more and more countries.It has played an increasingly important role in the field of global migration governance.China was accepted as a IOM member.on the one hand,It will bring promote effect to the development of the international organization for migration,the exchange experience of migration governance in the world governance.on the other hand,China can better learn the immigration management experience and consider self situation and then select a new immigration governance road.This paper mainly discuss the main concept of immigration governance "The multitude subject collaborative governance to international immigrant" advocated by IOM and immigration governance experience by researching the charter of the international organization for migration,the director general report,the council resolution,the world migration report and so on." The multitude subject collaborative governance to international immigrant" means that the immigration destination government,social organizations,local residents,and international immigrants participate in governance and then promote the improvement of the welfare of international immigrants and make international immigrants adapt to immigration destination living.Through long-term,fixed-point investigation to Dengfeng streetsYuexiu District Guangzhou,especially the questionnaire survey and interviews to multiple subjects of African immigration governance,this paper analyzes the both situation and questions of the situation of multitude subject governance and the improvement of immigrant well-being of African immigrants in Guangzhou and so on,then find the question that African immigration governance still exist the phenomenon of "stronger government and weaker society subject ".Finally,this paper will provide some effective suggestions for the governance to the African immigrants in Guangzhou such as the government need to practice further decentralization,launch the precision measures of the immigration governance;social organizations service should be driven by the demands and social organizations should strengthen capacity building;local residents should change the original concept and accept immigrants.It is hoped that this study can provide theoretical reference for the international immigrant governance to Guangzhou and even to the whole country.
