Because of its long history of immigration and more prominent multi-dimensional paths of governance for illegal immigrants,the United States has become an excellent research sample of illegal immigrants governance.Currently there are about 11 million illegal immigrants in the United States,although these illegal immigrants in the United States fill the American Labour Gaps in fields like construction industry,agriculture,service industry,etc.,they also cast considerable negative impacts on the system of social security,welfare state,mainstream value and culture due to illegal immigrants' low education and low-income.For this reason,in the process of governing illegal immigrants,the American government gradually formed the consensus of cracking down on illegal immigrants,strengthening the management of enterclose,and strengthening the cooperation with the origin countries and international organizations.However,on the issue of the legalization of illegal immigrants,the United States was stalled and made no progress.Based on the legalization of illegal immigration dilemma as the research object,by analyzing the international domestic background and the legalization of historical evolution,with the multiple governance theory and identity theory as the theoretical framework,I would explore the reason that caused the predicament of illegal immigration legalization,and discuss feasible solutions to break through the dilemma.This paper mainly includes introduction,text(chapter 2 to chapter 5),conclusion.The introduction mainly contains research overview,theoretical basis,research objects,research methods and research significance.The second part is the main body of this paper,which covering the second,third,fourth and fifth chapters.The second chapter mainly sorts out the concept of illegal immigrants and defines the concept within the scope of this paper.Generally speaking,illegal immigrants in this paper refer to immigrants who leave origin country,enter and stay in other countries illegally.Secondly,the international background of illegal immigrants in the United States will be reviewed in this chapter,so as to explain the necessity and demand of the illegal immigrants legalization.The third chapter mainly takes the "dream act" as a typical case to illustrate my view.Chapter four will focus on elaborating my opinion that the failure of constructing multiple governance in the process of legalization is one of the factors that causes the dilemma in illegal immigrant governance.From the perspectives of structural weakness,unbalance of competition and cooperation,identity loss;I try to explain my opinion in a logical way.In chapter five,the author tries to make some reflections on how to break through the dilemma by analyzing the reasons for the failure of the legalization in the United States.The last part of the thesis is the conclusion,which will further emphasize and summarize the viewpoints of this paper and propose the direction for further research and analysis.
