The Issue Research :the Non-institutional Political Participation Of The Floating Population

In today’s China, Democracy refers to that its citizens have all kinds of rights,excise own rights as master of the country. Political participation is the basic way of citizens realize their democratic right. As an important standard of the civilization degree of a nation’s political development, Political participation plays an important role in maintaining political stability,promoting the development of political,economic prosperity and Social harmony. Under the long-term grip of dual economic and social structure,China’s floating population is at the bottom of the social ladder,hard job、harsh condition、lack of guarantee,belong to the disadvantaged groups and marginal groups.Because of a lack of organizational mechanism of interests expression and appeal,combined with institutional channels of expression and appeal to the interests of the jam,they often can only resort to the noninstitutional political participation channels,Mass incidents of frequent cause bigger challenge to social development and stability.The purpose of the paper is to discuss the present situation.the reasons and solutions of the floating population of the non-institutional in our country.In this paper,the main body is divided into four sections :The first part,the basic situation of the floating population. It is described if there is a positive correlation between the floating population and the non-institutional participation from the social situation,the economical situation,the political situation and the integration situation.The second part,the current situation analysis of the noninstitutional political participation of the floating population.It is mainly analysis the ways,the types,the features of the non-institutional political participation of the floating population.The third part, the reason analysis of the non-institutional political participation of the floating population. the article pointed out from the structural factors,the connection factors,the individual factors :1, the floating population were influenced by political,economic and social exclusion,especially affected by government and institutional exclusion.They have caused non-institutional political participation to happen.2,due to lacking the social capital,rupture of the social mutual trust and the development of the network of public, the connection between floating population and goverment was damaged.3,the floating population were affected by economic poverty,capability poverty,right poverty and system fixed,political efficacy is weak.The fourth part, the strategies of the the non-institutional political participation of the floating population.1,posing solutions from system construction. 2, Seting up a new political organisation which is low cost and high efficiency to make the floating population and goverment dialogue and consultation,And recreating the sense of the goverment’s duty,guide the non-institutional to order. 3, it is imperative to improve the floating population consciousness,intellectual and capability of political participation,through the way of education and to participate activities in community.
