Research On The Function Of Interest Integration Of Deliberative Democracy Under The Background Of Interest Differentiation

The core of the theory of deliberative democracy is that stakeholders equally express opinions, rationally negotiate and reach a consensuson a public interest issue through active participation in democratic consultation activities. Thus, the deliberative democracy can effectively absorb the different interests of different stakeholders, strengthen the democratization and norm of public decision-making and improve the science of public policy, which has an enormous effect on alleviating and resolving the conflicts of interests among different stakeholders.With the development of China’s society and economy, the division of labor is increasingly refined and economic income gap among different fields of the industry is increasingly expanding. What is more, the pursuit of economic benefits causes the awareness of the individual interests. All these generate the differentiation of the social interest groups and the seriousness of interest contradiction and finally cause a great challenge to the stability of the social order.Deliberative democracy has an important role for the social phenomenon of the integration of interest differentiation. It makes the interest groups to be united into the multiple public interests; It makes the interests of different groups have equal opportunity to participate in social affairs; It makes the different interest groups have the legal right in political participation;It makes the interests of different groups obtain the opportunity to express the rational appeal.However, the deliberative democracy suffers from different factors, which cover the limiting of the public ideology, the deficiencies in national distribution system and the change of layer structure political elites and interest groups.Therefore, only through the efforts to cultivate the core values of a new view, strengthening the specification by using public power, improving the equal status between the interests of the principal, guaranteeing each benefits corpus equally and responsibly to participate in social activities in the negotiation of diversification, the deliberative democracy on the role of social interest differentiation can fully take effect.
