The government fleet system in China basically follows the previous rationing system in the planned economy period,which once played an active role in history. But now this system appears its malpractices day after day with the development of society. Every year official vehicles purchase and operation costs take quite a large proportion of the government consumption. Many local government purchase luxury cars and use them for private purposes, which has created deep resentment in China. In response to citizens’ call for a strict financial control of the government fleet, the state council issued anti-waste regulations in November 25 th 2013, which was considered as "the brigade of broken ice" of the government fleet reform during the last 20 years. Then in July 2014, the state council issued detail documents of guidance on government fleets reform,which decided to cancel inessential cars of government leaders and try to implement transport subsidies.As a pioneer of reform, Guangzhou government began its fleet reform in 2001, when Tianhe District firstly started a market-oriented reform of government fleet. Then in 2010 Huangpu District started using GPS to supervise the government fleets, which soon extended to the hole city. After years’ efforts, Guangdong government has achieved unique experiences about government fleet reform. This paper is committed to study the reform of Guangzhou government fleet. The logical starting point of this paper is public choice theory. It takes Guangzhou city as a typical and uses public choice theory to analyze Guangzhou government fleet reform. After research, this paper borrows successful ideas of government fleet reform from home and abroad and concludes that Guangzhou government should follow the guidance of central government, cancelling inessential cars, managing government cars centrally. Besides, government should also manage subsidies centrally, promote diverse ways of transportation like bike, bus and so on. Only in this way will Guangzhou government achieve the success of reform.
