The new public management is a new trend of the world’s governments publicmanagement development in recent ten or twenty years. The core idea of new publicmanagement, improve public service sector services enthusiasm. Prompted them to citizens asa public service for customers, providing service according to the needs of citizens and therelated payment ability. In order to provide the high quality service, we must improve thegovernment performance. Performance management and constantly bring forth the newthrough the old practice in our country, the civil service performance appraisal is even morecause for concern. The scientific performance appraisal of civil servants is helpful to mobilizethe cadres and workers, help to improve government work efficiency and public satisfaction.In our country, the civil service performance appraisal is always a difficult problem inpersonnel management. This paper summarizes the research achievements and practicalexperience from ancient times to the present, the domestic and foreign officials appraisal, andfrom China’s actual conditions, analysis of the basic theory of performance evaluation basedon the related personnel, to research the A City Business Bureau of civil servants performanceappraisal system, and establishing a perfect performance the assessment scheme. The thesisconsists of seven chapters. The first chapter is introduction, research background, researchsignificance, literature review, research ideas, main content, research method, technologyroute; the second chapter defines the core concepts, clear the constituent elements ofperformance appraisal system and related system; the third chapter is the analysis of thedomestic and foreign civil servant performance appraisal system; the fourth chapter detailedanalysis of A City Business Bureau of civil servant performance appraisal present situation;the fifth chapter analyzes the civil servant performance appraisal problems and reason of AMunicipal Bureau of Commerce; the sixth chapter proposes the general idea, through thescientific method, from the improvement of the performance appraisal system of A MunicipalBureau of Commerce, find out the specific countermeasures, and points out the insufficiencymay also exist; finally the conclusion, summary and the outlook for the future.This paper adopts the literature analysis, comparative analysis, investigation method,interview method and theory with practice method, through analyzing disadvantages of AMunicipal Bureau of Commerce in the performance appraisal of civil servants, emphasize theperfection of the current performance appraisal system, improve the overall level ofperformance of the A Municipal Bureau of Commerce. In recent years the domestic andforeign civil servant performance appraisal practice as an example, analyzed the main practiceand the achievements, existing problems and their causes, in order to give full play to the roleof the civil servant performance appraisal system and puts forward some countermeasures andsuggestions. Through the study concluded: the consummation of the civil service performanceappraisal is a basic requirement for improving the overall performance of the A MunicipalBureau of Commerce, it is also necessary to ensure. Comprehensive and scientificperformance appraisal system to play its due role, and the formation of a strong impetus. Thisarticle innovation: Based on the domestic and foreign mature enterprise staff performanceappraisal, explore the domestic and foreign civil servant performance appraisal, analysis ofthe A Municipal Bureau of Commerce of civil servant performance appraisal, to providescientific and feasible civil servant performance appraisal method, and pointed out that canfurther improve the place.
