The party's the third Plenary Session of the 18 th CPC Central Committee proposal to deepen the reform of the civil service classification.In 2014,“the reform” was officially launched and made a definite arrangement.Civil servants as endorsements practice the policies of the state and local government,play a positiverole for their performance in the evaluation and incentives,is fundamental to build a stable,high quality and honest team.Since the start of China's civil service classification reform in 2014,Kunming City with the gradual accumulation of practical experience,the performance appraisal system has been greatly improved,but in the specific assessment work carried out,the are also some problems,reflects some limitations.Especially in recent years,Kunming has made positive efforts in converting its functions and style of work,but in actual work there has been a great deal of “mediocre politics”and “lazy politics”,which has greatly hindered the progress of the work.In this paper,the municipal authorities of civil servants in Kunming city as theres earch object,through the method of literature research,case analysis,field investigate on,data collection and statistics,found the problem highlights the current civil servant performance appraisal,such as system science,the index is not clear,formality,over a single degree of democracy is not enough,not effective application results etc.At the same time,it puts forward the solutions to scientifically and objectively divide the object,clear the main body,perfect the index,optimize the process,establish and perfect the supervision guarantee mechanism,and carry out the result and application.This paper tries to combine the relevant provisions of the state and local,with the fundamental requirements of the system design,the use of objective,specific typical data support,strive to highlight the value and significance of research,as to improve their comprehensive ability of team,to provide some reference and way to improve the efficiency of public services.
