Research On Environmental Education Legislation In Shaanxi Province

Education is the basis of environmental protection. Environmental education as a sustainable tool of environmental governance plays a basic and leading role in the environmental protection work. At present, except for scattered provisions in the laws and regulations on environmental protection,the field of environmental education of national legislation is blank in our country, the normalization, standardization and institutionalization of environmental education lack legal protection necessary. Our country has accumulated rich experience in the environmental education after more than 40 years practice and scholars have conducted a lot of theoretical research so as to laid a solid foundation for the promotion of environmental education legislation. In my country, Ningxia, Tianjin and other places have introduced the environmental education legislation at the first. Xiamen, Chongqing and other places have started the legislative procedure as well, environmental education legislation has represent a general trend.The purpose of this project is to enrich the research theories of environmental education, to solve the existing problem of Shaanxi province environmental education, to promote the "Shaanxi Province Environmental Education Regulation" promulgated as soon as possible, to carry out environmental education in the orbit of the rule of law in Shaanxi province and provides power for the environmental education legislation at the national level.Using the method of literature research, field research, comparative analysis and systematic analysis method, in the basis of the related theories in environmental education, this paper reviews the development of environmental education, practice and experience of foreign environmental education legislation. Promoting environmental education legislation, local can first try first, bottom-up promoting national legislation because of the lack of national environmental education law. This paper takes Shaanxi Province as an example, using SWOT analysis method, analyzes the present situation of Shaanxi province environmental education and discusses the necessity and feasibility of the legislation of environmental education in Shaanxi province. Because of the rich resources, a good foundation, the ripe conditions of environmental education legislation, Shaanxi Province as the less developed western provinces proposes to develop the "conception of Environmental Education Ordinance of Shaanxi Province ". Regulations proposed environmental education should adhere to the basic principles of public participation, lifelong education and universal education. The legislative purpose of environmental education is to promote and popularize environmental education, enhance the citizen’s environmental protection consciousness, improve citizens’ environmental literacy and promote ecological civilization construction. Law can never run alone. In addition to put forward the legislative purpose of environmental education, basic principles and frame structure, this paper also established the environmental education supervision and management, the guarantee of funds, personnel training, public participation and evaluation of incentive and other basic system.
