Environmental education has been promoted for nearly three decades in Taiwan,China,since the promulgation of the environmental education law in 2010 to provide institutional protection.After the implementation of environmental education legislation in the United States,Brazil,Japan,South Korea,and the Philippines,China's Taiwan is the first region to enact environmental education legislation,and there are many places to learn from.Therefore,the research methods of this study are mainly in-depth individual interview method,observation method,descriptive induction method,literature analysis,discuss the development of environmental education system and practice in Taiwan,provide Taiwan environmental education law execution of objective condition,provide other plans for environmental education legalization construction areas or countries experience for reference and inspiration.Introduction.it is pointed out that the current academic circles regard public participation as one of the main countermeasures to solve the problems of environmental resources,mainly focusing on external measures such as information disclosure,public hearings,publicity,etc.,and there are some gaps in improving the environmental capacity of environmental subjects.At the same time,among the existing literature materials on both sides of the strait,the academic community pays little attention to the research on environmental education legislation in Taiwan,so there is no systematic research at present.Chapter One.Background and process of environmental education legislation in Taiwan.This chapter is based on the introduction of environmental education legislation in Taiwan in 1992.On the one hand,the background factors affecting legislation such as environmental pollution,natural resource destruction,and environmental education development in Taiwan were explored before the time point.On the other hand,from the formal proposal of the environmental education law to the official announcement on June 5,2010,the process of the legal construction of environmental education in Taiwan is summarized and analyzed.Chapter Two.The main contents of the legalization of environmental education in Taiwan.This chapter analyzes 17 institutional norms involved in environmental education in Taiwan and takes them as the scope of legal semantics discussed in this paper.Taking the environmental education law as the mainline,the 213 articles involved are systematically analyzed and summarized into five major legal systems,namely,the implementation system,the quality certification system,the review,and evaluation system,the safeguard system,and the feedback system.Chapter Three.The achievements and deficiencies of the legalization of environmental education in Taiwan.This chapter,based on the important experience of environmental education implementation results and the participation of several interviewees,discusses the real situation,social significance and derivative problems caused by the incompatibility between the norms and the actual needs of the five legal systems in the nine years of implementation in Taiwan,and analyzes accordingly.Under the protection of the legal system of environmental education,the funds,facilities,places,and professionals for environmental education in Taiwan are sufficient,people's environmental awareness is generally improved,and the market size of environmental education is increased.However,the further realization of the value of the system is restricted by the contradictions between the legal orientation and the implementation,the differences in the understanding of the connotation of environmental education,the formalization of the implementation of environmental education hours,the limitation of the utility of environmental education funds,the unclear positioning,and endorsement of the certification system.Chapter Four.The experience of legalization of environmental education in Taiwan.This chapter,from the perspective of the region or country to construct the legalization of environmental education,summarizes the system and practical experience of the legalization of environmental education in Taiwan.Want to build scientific environmental education system,should clear system goal,choosing the right system for building the premise,through the security management system,funds,personnel,field and other resources as the foundation,to build more center main body participation main body pattern,system and the main body as the main path,substantial constraints and incentive pay equal attention to the execution of the measures,rich policy performance management appraisal system to shape a complete implementation process.Epilogue.It is pointed out that environmental education can better promote the public to understand environmental ethics and make wise and responsible environmental behaviors.
