Research On The Construction Of The Credibility Of Government From The Perspective Of Public Ethics

The construction of the credibility of government under the background of modernization aims to straighten out the relationship between government and society, and it is an association of capacity building and value evaluation. It needs the collaboration and interaction of both the government and the public. The judging standards are reflections of the unity of fact and value which can not be neglected to take feasible measures to construct a service-oriented government, a responsible government, a democratic government, an efficient government and a government under the rule of law. At the same time, the construction of government credibility belongs to the category of political ethics. They can run parallel and mutually promote to become perfect in theory and practice. The construction of government credibility cannot do without public ethics, and vice versa. Therefore, it is sensible, practicable and indispensable to study the construction of government credibility from the perspective of public ethics. Only if the favorable development of the credible government be realized from the perspective of public ethics, will the legality, rationality and authority of the government be fulfilled, the ability and ethical quality of the whole community be improved and the harmony and stability of the society be attained.China has made continuous efforts to improve people’s understanding about the importance of the credibility of government since modern times, and has made certain achievements. But during this period there also remains a series of problems which are weakening and damaging the credibility of the government. These problems are mainly manifested in aspects such as the cognitive concepts and the performance of government and society, and they originate from the neglect and one-sided grasp of the evaluation standard of constructing the government credibility. All these directly endanger the legitimacy foundation of the government, and challenge the restoration and construction of the government credibility in the future.The credibility of the government is a category of political ethics. So it is indispensable and fundamental to analyze the reason of above problems from the perspective of public ethics. The misunderstanding about the construction of government credibility lies in the biased knowledge about public ethics and the role of government, the unfair judgment of the evaluation standards, as well as the lack of proper guidance of these value relationships from the perspective of public ethics. The unclear orientation lies mainly in the government’s failed behavior to scientifically and comprehensively make the power used for the people, to benefit the people, and care about the people. This is a direct manifestation and cause of the lack of credibility of the government. The inadequate supervision and restriction mechanism from the perspective of public ethics, the imperfect accountability mechanism and the lack of citizen participation all account for the failure in the support and safeguard mechanism of the government credibility, and thereby endanger the construction of government’s credibility.By analyzing the present problems existing in the construction of government credibility, we can realize the reason is that, in the final analysis, we fail to grasp the real value orientation of public ethics both in the cognitive concept and subjective and objective behavior of government supervision and restraint mechanisms. Therefore it is feasible and important to enhance the credibility of government from the perspective of public ethics. So this paper presents an analysis of public ethics path to enhance the credibility of government mainly from promoting the concept construction, promoting behavior process control and perfecting restriction mechanism. First we should start from the construction of value conception, and then make these instructing value concepts guide the government behavior in order to ensure its impartiality and finally make sure the construction and effectiveness of the restrictive mechanism to direct government’s actions.
